Sifo is a Pangcah/Amis person from the Lohok community in Hualien and a kadafo (son-in-law) of the Ciwkangan community in Taitung. He has long been dedicated to the promotion and practice of Indigenous tribal community education and Indigenous language revitalization.

Currently, he serves as an Assistant Professor in the Department of Ethnic Relations and Cultures at National Dong Hwa University. His research expertise includes language revitalization, family language policy, Indigenous tribal community education, and Pangcah/Amis studies. He is also a member of the Sakalatamdaw Amis Educational Practice Community, working collectively to establish an Amis language immersion school that bridges preschool and primary education.
